JULIE, Inc.  (Joint Utility Locating Information for Excavators) is a not-for-profit corporation that provides contractors,  excavators, homeowners, and others who may be disturbing the earth, with a free service through a single toll-free phone number (1-800-892-0123) to call for the locating and marking of underground utility facilities.  JULIE services the entire state of Illinois, except the city limits of Chicago.  If digging inside the Chicago city limits, please contact DIGGER at 312/744-7000. 

JULIE, Inc. began operations on Aug. 1, 1974 in Will County and expanded its coverage to include all of Illinois as of December 1, 1980(except for the city of Chicago).  In 1976, the JULIE system was accepted by the Illinois Commerce Commission (ICC) as compliance with the one-call notification section of General Order 185.  As of November 2004, JULIE has over 1,770 members and has received and processed over 15 million calls.  Its annual call volume makes it one of the largest one-call centers in the United States. 

JULIE staff does not locate any facilities. It is the responsibility of each utility to mark the location of their own underground facilities at the excavation site.
