The Administrative Penalty Program (effective July 1, 2002) is enforced through the Illinois Commerce Commission (ICC).  JULIE is not the enforcing body. 
How do I file a report with the ICC? 
Incident Reports can be filed to the ICC via one of three methods: 
 
  1. File your report with the ICC on-line by clicking on the above icon.   
  2. File a report in writing and mail to the Illinois Commerce Commission; 527 E. Capitol Ave.; Springfield, IL  62701  Attn:  Bill Riley.  Report forms are available at the ICC web site (http://eweb.icc.state.il.us/julie) or by calling 217/782-5911.   
  3. File your report via a phone call to 217/782-5911.  Methods 1 or 2 are preferred to minimize possible errors in transcription.
