Section 10 - Record of notice, marking of facilities
Recent amendment changes to the Illinois Underground Utility Facilities Damage Prevention Act (JULIE Law) now require owners of underground sewer facilities to locate these facilities only under certain conditions. 
Conditions requiring sewer owners to locate their facilities are:
  1. When the excavator indicates that the digging depth of the project will exceed 7 feet;
  2. When horizontal directional boring (a.k.a. horizontal directional drilling) is the indicated type of work being performed;
  3. The underground sewer is a non-gravity, pressurized forced main or
  4. The depth of the underground sewer facility is less than 7 feet.

To accommodate this change in the Law, JULIE operators will begin asking the caller if they will be using directional boring and if the digging depth exceeds 7 feet.  Information regarding these two new questions will be provided on the locate request ticket.  Starting on or about December 15, 2003, each JULIE member will see 2 new phrases in the remarks section of their JULIE ticket

"DIRECTIONAL BORING=YES (OR NO)"
"DEPTH EXCEEDS 7 FEET=YES (OR NO OR UNSURE)"
