2006
Policy Resolution #06-05   AMENDING JULIE, INC.'S DESIGN STAGE REQUEST POLICIES AND PROCEDURES
The JULIE, Inc. design stage process be amended as outlined in the study group's recommendations report.  Further, the Governmental Affairs Committee is requested to consider adding amendatory language to a future JULIE law revision bill to recognize the process and provide for penalties to be levied for noncompliance.

Policy Resolution #06-04   APPROVING JULIE INC.'S PARTICIPATION IN THE STATE OF ILLINOIS JOINT PURCHASING PROGRAM
Pursuant to the rules promulgated by the Illinois Department of Central Management Services (“Department”) in furtherance of the Joint Purchasing Act, that JULIE, Inc. does hereby agree on a voluntary basis to participate in the Joint Purchasing Program administered by the Department from the date of this resolution until such time as the Department is given written notice this resolution is revoked.

Be it further resolved that Mark Frost, Executive Director and Karen Tunney, Director of Accounting is hereby authorized and directed to execute on behalf of JULIE, Inc. all necessary forms, applications, requisitions, and other documents related to this program.

Policy Resolution #06-03   ESTABLISHING THE DEFAULT JOBSITE BUFFER ZONE ON NEWTIN SYSTEM
The default, minimal buffer applied to points and street segments identified by JULIE operators and WRTE users who are entering locate requests using Newtin call taking system is to be initially set to 300 feet in all directions from that point or street segment.  The board further resolves to authorize the JULIE Computer Committee to reduce this default buffer in selected counties known to have a high degree of street centerline accuracy should this possibility become available in the future.

Policy Resolution #06-02   AMENDING THE JULIE MEMBERSHIP AGREEMENT TO INCLUDE TOWNSHIPS AND COUNTIES IN THE DEFINITION OF MUNICIPALITY.
For purposes of the JULIE Membership Agreement, and when applicable, the term “municipal member” shall include a “county” or a “township” that is a member.

Policy Resolution #05-03   AUTHORIZING 811 IMPLEMENTATION PLAN
Be it resolved by the JULIE Board of Directors that the following policy be enacted:
Members of the JULIE, Inc. management team will implement the attached IVR model, develop a separate IVR path toward 888-892-0123 and establish an implementation period, from January 2-31, 2006, for telecommunications members to direct 811 calls.  Staff will also work closely with the Common Ground Alliance (CGA) to develop an education and awareness program.

Policy Resolution #05-02   AUTHORIZING STAFF TO PROVIDE A SERVICE PROPOSAL AND CONTRACTUAL AGREEMENT FOR CONSIDERATION TO THE NORTHERN ILLINOIS PIPELINE ASSOCIATION
Be it resolved by the JULIE Board of Directors that the following policy be enacted:
Staff at JULIE, Inc. can provide a service proposal, budget and contractual agreement to members of NIPA for consideration.  If the groups cannot come to an agreement within 45 days after the next scheduled meeting, JULIE, Inc. will not be associated with the meeting preparation and administrative activities in 2005.

Policy Resolution #05-01   AUTHORIZING A COOPERATIVE AGREEMENT WITH THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION AND THE ILLINOIS COMMERCE COMMISSION
Be it resolved by the JULIE Board of Directors that the following policy be enacted:
JULIE, Inc., OSHA and the ICC will work together to form a voluntary cooperative relationship (Alliance agreement) for purposes such as training and education, outreach and communication and promoting national dialogue on workplace safety and health, particularly in reducing and preventing exposure to underground utility hazards and related issues
.

Policy Resolution #04-02   AUTHORIZING CONTRACT FOR SERVICES WITH
      THE U. S. NAVY

Be it resolved by the JULIE Board of Directors that the following policy be enacted:
In lieu of requiring
an executed JULIE membership agreement, the JULIE staff is authorized to enter into a contractual vendor agreement with the U.S. Navy to provide excavation notification services to the federal naval reserve located in northeastern Illinois.  JULIE’s corporate counsel shall be required to review all contract documents prior to execution by JULIE staff.

Policy Resolution #04-01   INCREASED FIXED ASSET THRESHOLD AND
      MODIFYING COMPUTER SOFTWARE USEFUL LIFE

Be it resolved by the JULIE Board of Directors that the following policy be enacted: 
The fixed asset threshold shall be increased from $250 to $1,000 and that the useful life of computer software be allocated over three years.

Policy Resolution #03-04   JULIE MEMBERS' DATABASE RESPONSIBILITIES
The JULIE Board of Directors formally recognizes that the responsibility for the accuracy of the Member database, any and all revisions and additions, and the authorized signature rests with the Member.

Policy Resolution #03-03   RELATING TO THE MANDATORY REQUIREMENT OF
    SMALL DRAINAGE DISTRICTS TO PARTICIPATE AS MEMBERS OF JULIE, INC.

The JULIE Board of Directors supports the concept that small Drainage Districts in Illinois will be encouraged, but NOT required, to be mandatory members of the Illinois One-Call System.  The issue will be reviewed on an annual basis.

Policy Resolution #03-02   IN SUPPORT OF ADDING 28-DAY TICKET LIFE
    LANGUAGE TO THE JULIE LAW

The JULIE Board of Directors supports the concept of a 28-day ticket life for utility locate requests processed through JULIE and directs the staff to work with the authors of HB2839 and other appropriate officials to create language to amend the Illinois Underground Utility Facilities Damage Prevention Act to achieve this.

Policy Resolution #03-01   RESCINDING THE PRACTICE OF ACCEPTING
    INSUFFICIENT NOTICES

Non-emergency, routine utility locate requests, including those from homeowners, will only be accepted through JULIE with a legal start date and time, as defined in the Illinois Underground Utility Facilities Damage Prevention Act.  Further, excavators who insist that they will be digging prior to the two working day notice will be encouraged to follow the state law and reminded of the potential dangers to life, personal property and the environment if they dig without utility notification.

2002
Policy Resolution #02-05   MEMBERS MUST PROVIDE FREE LOCATING
All JULIE members and their subcontractors, when they are performing locating and marking of the approximate location of their underground facilities for excavation work, shall provide this service at no cost to the excavator.  Members may continue to charge a fee for any services involved with the Design Stage Request only. 
EFFECTIVE:  November 20, 2002
Policy Resolution #02-04   INCREASE WRTE USAGE BY JULIE MEMBERS
All JULIE Board Members and their subcontractors, when they are performing excavation work on behalf of JULIE members, are strongly encouraged to use Web Remote Ticket Entry (WRTE), when feasible, during their locate request process through JULIE. 
EFFECTIVE:  November 20, 2002
Policy Resolution #02-03   JULIE MESSAGE RATE INCREASE
Fiscal Year 2003 messages rates, for all categories, will be increased by $0.10 (ten cents) on April 1, 2003.  Further, FY 2004 message rates, for all categories, will be increased by an additional $0.05 (five cents) on January 1, 2004. 
EFFECTIVE:  April 1, 2002
Policy Resolution #02-02  NONMEMBER EXCAVATOR POSITION CREATED
A non-paying vice president position for non-member excavators be created on the JULIE Board of Directors to provide greater input and a smoother transition when a board vacancy in the position occurs. 
EFFECTIVE:  April 17, 2002

Policy Resolution #02-01   MANDATORY PREPAYMENT PROGRAM
JULIE, Inc. Members who incur 300 or fewer messages per calendar year will be required to participate in a prepayment method of payment for services effective July 1, 2002.  JULIE, Inc. will provide a summary of the previous twelve months of activity every six months (each January and July).  Prepayments will be due 30 calendar days from the end of each quarter and minimum quarterly payments will equal at least 25% of the most current summary of activity.

Policy Resolution #01-02   EXCAVATOR IDENTIFICATION ON REQUESTS
Utility locate requests, including those from homeowners, will only be accepted from the excavator or a personal representative/employee of the company engaging in the excavation activity. 
EFFECTIVE:  July 1, 2002
 
Policy Resolution #01-01   SECTION/QUARTER SECTION REQUIREMENT
All JULIE Members, and their subcontractors when they are performing excavation work on behalf of JULIE members, shall provide appropriate section and quarter section information during their locate request process through JULIE.  Requests from these groups that do not include this required information shall not be processed. 
EFFECTIVE:  December 1, 2001
