Joining JULIE - Benefits and Costs |

A PARTNERSHIP IN DAMAGE PREVENTION
In July 2001, the governor signed House Bill 2138* strengthening the
Illinois Underground Damage Prevention Act. This approved amendatory
language created a true one-call process in the State of Illinois. The law
now states that "all owners or operators of underground utility facilities
or CATS facilities who fail to join the State-Wide One-Call Notice System by
January 1, 2003 shall be subject to a penalty of $100 per day for each
offense." Every day an owner or operator fails to join JULIE is a separate
offense.
BENEFITS OF JULIE MEMBERSHIP

Most excavators call only JULIE, therefore member utilities have a greater
chance of locating and marking their buried facilities and minimizing the
possibility of service loss.

JULIE members consider the service the "best insurance" to avoid utility
hits. Early notification and location of lines prevents excavation
accidents.
Provides Excavators With 24 Hour Access To Your
Utility
As a JULIE member you will receive notification from JULIE of any emergency
work that is occurring in your service area.
EXPLANATION OF JULIE MEMBERSHIP
AND MESSAGE COSTS
When a municipality or utility joins JULIE, they indicate where their buried
utility lines are located according to the County, City(s) or Township(s),
Tier and Range, Section and Quarter-section number from plat maps. This
information is entered into the JULIE system.
When an excavator calls in and indicates they will be digging, the JULIE
operator asks them a series of questions to determine the exact location
where the work will be done. This information is automatically entered into
the JULIE system where it grids the information and issues a JULIE Locate
Request Number. If the JULIE system determines that the proposed dig site
falls within the area where a JULIE member has indicated they have buried
facilities, they will be notified of that upcoming dig project in one of
four ways. The method in which you receive your JULIE notifications will
determine your monthly cost for membership.
Each JULIE member receives a monthly billing statement indicating how many
notifications they received for that month. Currently, there are four ways
to receive your JULIE notifications and each one has a different related
message cost.
