Receiving Devices

Members have the option of receiving their locate requests via printer, email, fax machine or manual transmission. Every JULIE member is responsible for ensuring their ticket receiving method and availability to respond is operational 24 hours a day/7 days a week.

Locating Your Underground lines

Each JULIE member is responsible to mark their own underground lines with paint, stakes or flags by the requested Dig Start date and time.  For Emergency requests, within 2 hours or the date and time requested, whichever is greater. The following APWA Uniform Color Code shall be followed for the staking and/or marking of the location of a buried utility line. JULIE requires member companies and their locate contractors to provide free locating and marking of underground lines for the requesting party. Policy #02-05 reads as follows:

Positive Response

If a JULIE member has no underground lines in the immediate area of the excavation, they are required by law to communicate this to the excavator  by the requested Dig Start date and time. For Emergency requests, within 2 hours or the date and time requested, whichever is greater. This notification can be done by:

• Face-to-face communication
• Phone or phone message
• E-mail
• Fax machine
• Posting or marking in the excavation area using the APWA approved color for your utility with “OK”, “NO” or “CLEAR” and a company identifier.

MARKING PRODUCTS

JULIE members are responsible to mark their own underground lines with paint, stakes or flags following the APWA Uniform Color Code.  The sites below are sources for marking materials.
