Positive Response

Starting January 1, 2026, all member utility companies will be required to use JULIE’s Electronic Positive Response system to respond to each Locate Request they receive. They may do so through an automated ticket management system or enter the information manually. JULIE’s Electronic Positive Response system will then publish responses so that professional excavators and homeowners can check the status of their Locate Requests online. This includes confirming whether a utility has facilities in a proposed dig site and indicating whether underground lines have been marked or notifying the excavator if the utility has no facilities in the area. This web-based system provides a single solution to communicate critical information to all parties.
