Beyond Reasonable Control is defined in the state law to include any proposed excavation area where locate request volumes or dig site notification areas exceed historical averages as determined by the legal reasonable control measurement.
Requests for additional advance notice as a result of the BRC policy ONLY applies to utility project work by a JULIE member or their contractors/sub-contractors.
What is BRC?
Up to 2 additional days’ advance notice may be requested, one time, by a JULIE member from another JULIE member or their contractors to respond to a locate request when notice volume in a particular place exceeds the reasonable control measurement.
Large projects that have provided at least 60 days advance notice are not subject to the request for additional days. If excavators voluntarily give at least 4 days advance notice when submitting their locate requests, those requests are not subject to a request for more time under the BRC process.
The JULIE Board of Directors passed a policy which creates responses for members and their contractors/sub-contractors to use in Positive Response for Beyond Reasonable Control (BRC) requests.
