Preparing For JULIE’s New Ticket Entry And Delivery System
JULIE is taking the next step in advancing the technology that supports underground utility damage prevention in Illinois by transitioning to a cutting-edge ticket entry and message delivery system through One Call Concepts, Inc. (OCC). An industry leader, OCC processes more than 9.5 million locate tickets a year across 17 states. This investment reflects our continued commitment to quality, efficiency and exceptional service for our members and excavators throughout Illinois.
Launching on December 15, 2026, the system is designed to strengthen performance, improve accuracy and enhance the overall user experience. The state-of-the-art software platform will provide a strong foundation to support JULIE’s members and excavators both now and into the future.

What This Means For You
Some things will be changing. Forms have been redesigned with a more intuitive flow. Ticket layouts are cleaner, easier to navigate and better organized. Ticket updates and remarks will receive new ticket numbers. And the OCC platform will replace JULIE’s current Positive Response tools with a fully integrated system.
Members
The new ticket entry and message delivery system helps simplify the location and excavation processes—from creating a ticket to managing it through completion. Members can log in to one platform to view tickets, check real-time statuses, post Positive Responses, manage notification areas, and run reports.
The Locator Ticket Management (LTM) interface makes it easier to set up and manage locators and alerts. Additional tools, including filtering and grouping, allow users to organize tickets according to specific criteria or rules.

Ticket Formats
Tickets will be delivered in new formats. JULIE has released preview files of the Text, XML and XSD formats. Becoming familiar with them will help your IT and mapping teams identify any updates that may be needed to your internal systems, software or workflows.
Positive Response System
View locate statuses, response codes and ticket details from one screen—in real time—online and from your mobile device. Statuses can be posted manually, in batch or by phone, and the full response history stays with the ticket permanently. JULIE is finalizing which Positive Response status codes will carry over.
Delivery Options
Beyond email and FTP, the platform supports a range of delivery options, which feature tools like MapLink (an interactive map link embedded in every emailed ticket) and Centerline Display (view your actual facility lines against the excavation polygon).
Customizable Tickets
You control your view of the tickets you receive. Choose from standard options or customize for your needs—field order, GPS format, even grayscale printing to save ink.
TicketTalk
Facility owners and operators, locators and excavators can communicate directly through this messaging platform to reach the right people quickly and accurately. Messages become part of the ticket record to keep important information connected to the ticket.
Excavators
Your locate ticket options aren’t going away, they’re getting better. You can still call 811 and speak with a live JULIE agent. In fact, the system’s call center technology is designed to get you to the right person with shorter hold times. Online entry remains available 24/7 so you can create, manage and track emergency and routine tickets on your schedule.

Map-first Ticket Entry
Draw your dig site right on the map—circle, route or parcel—and the system auto-populates the address, cross streets and place information. No more “right-of-way to right-of-way” descriptions, you draw your own worksite.
Automatic Ticket Splitting
Big job? Enter it once and the system breaks it into multiple tickets based on the rules. A 100-pole project becomes properly split tickets automatically instead of 100 separate manual entries.
Electronic White Lining
Define your work area precisely—a route along one side of a road, a 20-foot circle for a tree planting, etc. —and reduce over-notification and over-locates.
Ticket Scheduling
Prepare locate tickets in advance, set a release date, and get a reminder when it’s time to release them.
Real-time Positive Response
Check locate statuses on any ticket, any time, from any device. You will also receive email notifications on select status posts.

iMap is an online mapping application built specifically for facility operators. It gives you complete control over your notification databases: directly access, review and manage your data, and submit digital files straight to the notification center.
Ticket Check — Positive Response, Simplified
Ticket Check is the platform’s complimentary integrated Positive Response system and it replaces what you’re using today. The basic workflow stays familiar: a ticket is posted, you post statuses until you reach a final status (marked, clear, no conflict), and the excavator is automatically notified.

What Can You Do Now?
- Test your parsing systems against the released TXT, XML and XSD preview files. There’s enough sample data to start adjusting your intake systems today. Don’t wait until right before launch.
- Watch for test tickets. Starting the week of October 12th, JULIE will send sample tickets in their final post-cutover formats along with sample map data to your actual receiving locations, the true test of your processing.
- Get in the sandbox. The testing environment launches October 12 and allows you to explore the new tools risk-free. Tickets can’t be released and no one can be accidentally notified.
- Make sure your whole team knows the change is coming and is watching for JULIE-branded communications.
