There are several different types of locate requests:
- A Normal Locate Request is the most common type of request. It includes a job start time that is between 2 business days and 14 calendar days from the time of the locate request. Normal locate requests are processed immediately and are typically delivered to JULIE member companies via email, printer, fax or manually within minutes. E-Requests are processed within the day submitted on business days.
- An Emergency Locate Request means a locate request for any condition constituting an imminent danger to life, health, or property, or a utility service outage that requires immediate repair or action. Inform the JULIE call center agent that an emergency exists and be prepared to explain the situation. There is a minimum wait of two hours from the time an emergency locate request is made. If conditions at the site dictate an earlier start, the excavator must demonstrate why an earlier start time is warranted. If a utility member does not respond within the 2 hour period, call both the member company directly and JULIE.
Specific examples of an Emergency Locate Request include but not limited to:
- The reinstallation of traffic control devices.
- An excavation required to repair a utility service outage.
- An immediate excavation required in order to prevent significant property or environmental danger.
- The repair of an existing unstable condition that may result in any of the conditions (such as a leak in any service or a main fault in a primary or secondary wire or cable.)
- A Joint Meet Locate Request is a meeting to exchange information such as maps, plans, or schedules, and to openly discuss the project and work together with the locators to better determine how many locates need to be processed following the new extent limitation policy. It is not a locating session. After the joint meet, excavators will be required to call for or submit online a valid locate request in order to receive fields locates. JULIE will no longer accept or process locate requests that require locators to pick-up maps or lists of requested locations.
- Extent Limitation
Locate request extents will be limited to one-quarter mile in incorporated, “CITY” locations and one-mile in unincorporated, “Township” locations. Multiple addresses may be placed on the same locate request, provided they are all on the same street, and have the same extent and type of work. Tickets are restricted to one street per request. If the work is ¼ mile in length in a town or city but is 1/8 on one street and 1/8 on the cross street, this would require 2 requests. The same policy applies to unincorporated township locations.
- The Design Stage/Planning Information Request
The Design Stage/Planning Information Request is beneficial for architects, engineers and others who are in the design or planning stage of a project and excavation is not intended in the immediate future. When a caller indicates they are in the planning or design stage of the project, the information will be processed and the caller will be sent a list of affected member engineering contacts via fax or email. It is then the responsibility of the individual making the request to contact each facility owner. Member facility owners shall respond to a valid design stage request within 10 business days upon notification by the designer in one of three ways:
1. Provide drawings/prints of the location of the facility owner’s underground facilities at the proposed site
2. Show the location of the facility owner’s underground facilities on a drawing provided by the designer.
3. Locate and mark the facility owner’s underground facilities at the proposed job site.
Designers should make reasonable efforts to prepare construction drawings which minimize interference with existing and proposed utility
facilities in the construction area and follow the guidelines set forth in CI-ASCE 38-02 and depict on all appropriate documents the position and type of all known underground utility facilities obtained in the design stage process and a valid design stage request number. Some
member facility owners may charge a fee for these services.
Occasionally, it may be necessary for an excavator to contact JULIE for a Second Request Locate in order for JULIE members to return to site to freshen or complete the marks.
When making a second request, please provide your dig number and inform the Call Center agent information about the specific companies whose marks need to be marked or refreshed. State law requires a 2-hour wait time due to a utility no-show or incomplete.
Excavators should choose one of the following terms when calling in a second request:
- REMARK – Outside factors such as weather, construction activity or vandalism at the dig site have caused markings to become indistinguishable. Call JULIE to have the area remarked and be prepared to wait an additional two working days.
- INCOMPLETE MARKINGS – One or more member companies failed to mark the entire area indicated on the original locate request.
- NO SHOW – One or more companies failed to locate their underground lines by the Dig Start listed on the locate request (two hours in case of an emergency).
There are seven major holidays recognized by JULIE members. The JULIE Call Center will receive and process your locate requests on these holidays, but member companies will handle emergencies only. Therefore, these days are not included in determining the two working days advance notice required by law.
If a holiday is on a Saturday, the Friday before that Saturday is observed as the holiday. If the holiday is on a Sunday, the holiday is observed on the following Monday.
